The relevant concept is that of the ecological niche. The daschund is adapted to the niche of being a pet for humans, and it would be very badly adapted for the niche of being a predator in the wild.

Evolution: genes are mixed and swapped and mutated during the production of gametes (egg and sperm) and these are passed on to offspring. The variations (mutations) can be good, neutral, or bad, and natural selection tends to cause those with good variations to be kept, and bad to be rejected. Natural selection keeping good variations leads to adaption into an environmental niche which allows for better survival.
A falcon is a hunter. It is at the very top of the food chain, and has no natural enemies. Therefore, its niche is other birds, such as pigeons.

The Origin of Species by Mean of Natural Selection is a evolutionary theory based on the idea that every species that inhabits the earth today is derived from a more primitive stand point. e.g. If a bird inhabits an island that it has to travel great distances from in order to eat, and its wings are too short to make the flight for food everyday, it will either adapt to its niche or die. Survival of the fittest.
