It depends on what point in the books you're talking about, but the first instance would be when he claimed Percy as his son at Camp Half-Blood. In doing that, he acknowledged that he'd broken the pact between himself, Hades, and Zeus, but decided that claiming Percy was more important, so I'd say that's pretty loyal.
