You can touch them when they are firstborn but their mom must be at a food break. (Not recommended for those with no experience) However, you may hold them when they are two weeks old.

When the baby dwarf has fur., you touch it and it doesn't has fur or it's only like 1,2,3,4,5 etc. days old and it doesn't have fur the mother will eat the baby dwarf because it think it's a threat.
A baby dwarf can be feed with warm milk after birth. My advice is that you should let the mother feed the baby hamster as the hamster is blind & you can't touch. If it does not have a mother feed it fresh milk without touching it.
