Frozen cooked meat should be thawed under refrigeration and should not be left on the counter to thaw. Some portions of the meat will become warm faster than others and could support microbial growth. Quick thaws are OK (microwave, water bath), but should be done only if the meat is promptly re-heated and consumed.

I was asking this question because my grandparents and parents used to keep covered cooked beef roasts on the counter until it was used up so it didn't have that hard fat for Sandwiches. Noone ever got sick from them (usualy 3-4 days).
I know wrapped beef doesn't go bad right away if refrigerated even if it is green. When you order a 14 day steak at a fine resterant, what do you think you are ordering? The steak is hung in the refrigerator for 14 days, SCRAPED and then cooked for you. The 14 days is so it can decompose longer which makes it tender. I don't think my grandparents even had a frigerator or ice box early in their life. They used the fruit cellar.
If sealed properly, about a week and a half. Otherwise no more than a week unless you are looking to get sick.
Usually after 30 minutes the bad things start growin in it.

Actual time to spoilage could vary depending upon a variety of things, including the quality of the ground beef and the handling and storage. Once purchased, ground beef is best used within a day or two - or freeze it.
