Depends on how good they are - most never stop with lessons, seminars, workshops etc. You could be a qualified stylist (in the UK, NVQ 2) in 1-2 years if you're gifted. Others take longer - to work in a top salon in London you would probably need 5 years experience or 2-3 years internal training to get you to an acceptable standard. (as I said, unless you're naturally talented - but even then you may not be able to produce technically sound hair cuts/colours)
The state determines what qualifications are required to teach -- in Virginia at least. A shop and a tattoo school are different - one doesn't have to have a shop to be a school and vice versa. The licensure process for a tattoo school and a tattoo shop are completely different in Virginia at least. While a shop may also be licensed to operate a school it isn't required.

Most art schools that offer a proper Bachelor's Degree in Fine Art (or really a Bachelor's degree in any art. This usually covers illustration, sculpture, graphic design etc.) are a 4 year program. One can continue by going to graduate and getting an MFA(Master's) usually needed if you want to teach art. You could go to academies and institutes that are shorter and such but you won't get a proper BFA. Even if they say you get an accredited certificate from them, that doesn't hold much unless you have the talent to back it up. The only school I know that you can get a BFA in less than 4 years is Art Center because they have shorter terms so you can squeeze in more in a year. However it's known to be rather intensive program due to the short terms(they squeeze more work in less time).
An artist can do very well without even completing high school. However, to be competitive in the marketplace and to have confidence in employment, most artist's study for at least 4 years after completing high school.
Artists usually have years of work experience and generally need at least a bachelor's degree. Because of the level of technical expertise demanded, multimedia artists and animators also need a bachelor's degree. Although formal schooling is not strictly required for craft and fine artists, it is very difficult to become skilled enough to make a living without some training.
General apprenticeship for a junior tattooist is two years working under a senior artist. Junior Body piercers should put in at least a year working under a senior professional body piercer who has over 5 years of actual body piercing experience.

Not very long. In Germany the children are given a test to determine if they are to go onto higher education. He didn't go to school much past 15 years old. He tried art school in his late teens and failed. About that time WW1 came along and he enlisted to fight.
