Depends on the patch kit used. Most swimming pool vinyl patch kits will cure underwater because draining of a vinyl-lined swimming pool is NEVER reccommended!
It is not that you have to wait for it to desolve, those were poisonous chemicals that could harm you. If it is a mobile pool drain it and then fill it up again. The same thing with in ground pools or above ground.

There Is No Time You Have To Wait, This All Depends On Personal Preferation. As Long As You Go Swimming In A Pool Containing Chlorine You Will Be Fine.
First, drain the water. Next, get in the dry pool with a portective suit , rubber gloves and boots on. Then get a pool brush and scrub hard. Last, fill pool with water then drain and fill again. Hard work, huh? well its worth it no need to thank me!!!!Wait yes need to thank me!!!
