Neon tetras (Paracheirodon innesi) Do not have babies, they lay eggs and the eggs are fertilised outside the body. They are notoriously hard to breed requiring semi darkness, very soft water and pH around 5.8 to 6 and a temperature of 80F.
Well, if it has the right conditions for living it can live up to 3-4 years in captivity. Just don't overfeed it And keep it with at least 4 others of it's kind and it should be fine.
