Usually, the Guideline is that potentially hazardous foods should not be left at room temperature for more than 2 hours - or only one if the ambient temperature is quite warm. For babies, I'd think you'd want to go even stricter than those recommendations.

Formula can not sit outside the refrigerator for more than 2 hours. After the baby has eaten some that takes the time down to 1 hour. The warmer the formula gets the faster bacteria grows.
