Depending on your region, it varies; some require at least three seconds of signalling before an action, but others require only one second. In the UK there is no time limit, the law requires you to drive with 'due care and attention' and that includes giving a reasonable indication that you are about to turn left or right.
In a business or residential area you must give a continuous turn signal for at least 100 feet before turning. In other areas the signal must be given at least 200 feet before turning. This may not be the exact law in your state but is pretty much universal in every state so it will be close.

There is no spedific measurement. You should signal in good time before slowing down and the distance depends on your speed and the road lay out. You do not want to bev mistaken for tkaing an earlier turn but you also need to give the other road users sufficent time to notice.

One long blast can mean one of many things: 1) I am turning to starboard 2) In a situation of restricted view (ie turning a blind corner on a river) it's a warning signal to warn other vessels of your presence 3) In fog it is a general fog signal for vessels over usually over 12meters underway (this is repeated every 2 minutes)
