The time is takes for windshield wipers to wear out depends on the quality of them. Some may last anywhere from 5 to 10 years, some may last less than that. They should be replaced when they stop working.

Try using your wipers after leaving them up, and the blades dont even touch the glass, ice does. Clean them off? You risk chipping the (rubber) blade, since its frozen and covered in ice.

However, with the persistent application of wiper fluid, it washes off quickly enough that it doesn't endanger you too long. I had an egg thrown at my windshield and though the egg got smeared around the windshield, distorting my vision, yet the washer fluid removed it pretty well. When I got home, I washed it off right away with hot water and paper towels easily.
