High-density polyethylene doesn't really chemically decompose; it's pretty stable. It can be mechanically eroded and exposure to high-energy photons (e.g. ultraviolet light) can break some of the bonds, but other than that it's very long lasting. It doesn't even burn particularly well.
Plastic milk jugs can take hundreds of years to decompose in the environment, as they are made of high-density polyethylene (HDPE), a type of plastic that degrades very slowly. Recycling the milk jug is a more environmentally friendly option.
