Holocaust victim usually refers to people who were killed in the Holocaust, so it is not clear who you are referring to: refugees from Nazi Germany? Holocaust survivors? Both groups? I imagine that the main library in Houston or the municipal archives would have a good idea.

German Holocaust victims came from all over Germany. It is not the case that the Holocaust was more thorough in some parts than in others. Some came from Berlin, some from Hamburg, some from Frankfurt, some from Bavaria, some from Hesse, some from Baden and so on.

'Involved' as victims or perpetrators?
The Allied victory in Europe ended the Holocaust. Between 1933 and 1941 the US accepted about 250,000 refugees (of all kinds) from Germany. Other countries also accepted some refugees from Germany.
