Eisenhower was not in office during, or immmediately preceeding, the Vietnam buildup. Kennedy initially inserted Special Forces from Okinawa, codenamed the B52 Group during the early 60's (into Laos) under an umbrella operation called White Star. The Marines landed at Red Beach at DaNang in March of 1965 and this started the major buildup.
