That depends on the size of your bags! My bags are 25 kg (20 l) 5 inches is 120 mm I would use 2 bags of cement and 4 bags of sand and 6 bags of gravel (well I do not buy my gravel in bags but the equivalent volume). I would mix with as little water as necessary to get a pourable consistency.

To properly answer this question, one would need to know the volume of a "bag", since "bag" isn't any standard of volume or weight. Typical Portland Cement has a density to 1505kg / cubic meter. In addition, one would also need to know the coarseness of the gravel, as the ability of the sand and cement to fill in the aggregate depends heavily on the average size of the gravel pieces.
To convert the weight of the sand into a volume and find out how much you need you would need to know the density of the sand as the more dense it is the less sand there will be in a 50lb bag and the more bags you would then need to fill the yard
One cubic meter of concrete is equal to 1.308 cubic yards of concrete. If there are 5 1/2 bags of cement in 1 cubic yard of concrete, there would be 7.2 bags in 1 cubic meter of concrete. These are the 94 pound bags of portland cement or roughly 40kg bags so figure 8 bags total. Some will be left over

in india, for m-20 cement concrete, for 1 cu.m.- 3.47 quntl cement-0.45 cu.m. sand( fine aggr.)- and 0.90 cu.m. chips( course aggr.), that means 6.94 or 7 of 50 kgs.cement bags so for M-25, for 1 cu.m. 4.03 qntls cement- 0.45 sand- 0.90 cu.m. chips, so 8.06 cement bags
