The question is meaningless. It's like asking how many eggs will fit in a basket: it depends on the size of the eggs and the size of the basket.

The company that issues the Baseball cards determines how many cards there will be in the set. Most probably they will choose a number which a) is as large as or larger than the number of major league players that year and b) avoids wastage on their print runs.... baseball cards are printed on large sheets, which are then cut into individual cards, and if you've got extra space on the last sheet you might as well fill it with "special" cards of some sort that depict historic players, or team photos, or whatever.
