The catablepons will randomly drop the item you are looking for. RuneScape doesn't keep count of how many you killed; rather, every time you kill one, you have a certain chance of getting the item. So, the number of catablepons you need to kill will vary from one player to another. It took me about three trips before I got it (having to go back for more food, that is!), but you may get one from the very first catablepon you kill, or it may take you longer.
The entrance to the dungeon is located in the center of Barbarian Village, near the mine. On Floor 1 you need to kill Minotaurs to get the Right Skull Half. On Floor 2 you need to kill Flesh Crawlers to get the Bottom of Sceptre. On Floor 3 you need to kill Catablepons to get the Top of Sceptre. On Floor 4 you need to kill Ankous to get the Left Skull Half. Use the two skull halves together to get a Strange Skull. Use the two sceptre pieces together to get a Ruined Sceptre. Use the Strange Skull with the Ruined Sceptre to get a Skull Sceptre.
You would need to kill approximately 4589 guards to get from level 62 defence to level 70. The best place to kill them would be the north entrance to Falador.

The double agents can be found in a treasure trail clue. You need to kill them to dig up your casket.

There is no way of telling, all monsters drop at random, if there were certain kills you have to get, the game would hardly be any fun.
They would never class you as a threat, if you are after a champions scroll, it is a very rare drop, equal to getting a dragon left half off a banshee.
