Not that I can find anywhere, while officers are sometimes put in charge of all the troops in a particular theater, no mater what country they are from, an example would be, Norman Schwarzkopf, Jr., who was put in charge of the coalition forces during the first Iraq war. NCO's, Non Commissioned Officers, are only put in charge of the troops per the orders of their commander. Highest ranks in the US Armed services, no particular order: US Air Force: Chief Master Sergeant of the Air Force US Coast Guard: Master Chief Petty Officer of the Coast Guard US Army: Sergeant Major of the Army US Marines: Sergeant Major of the Marine Corps US Navy: Master Chief Petty Officer of the Navy.
