I live in the area and work in Seattle, and I think many locals will say the whole year, except July and August.

The truth though, is that chill hours are the number of hours that are cold enough for trees and plants (especially fruit trees) to go dormant long enough for them to "rest" and then thrive the following spring. Usually that means 32-45F. In Seattle that would be about 3,000, or 125 days.
