Assuming that by the phrase "colleges and universities in Florida," you mean those schools in the state of Florida which have either the word "college" or "university" in their legal names, and which are accredited by an agency approved by either or both of the US Department of Education (USDE), and/or the USDE-sanctioned Council for Higher Education Accreditation (CHEA)...

...then the answer, if you interrogate the CHEA database of accredited schools in Florida, is, at this writing (27 June 2012), 134 colleges, and 55 universities; and...

...if you interrogate the USDE database of accredited schools in Florida, then the answer, at this writing (27 June 2012), 130 colleges, and 76 universities.

The reason for the descrepancy is that there are a tiny handful of accreditors that are approved by USDE, but not also by CHEA, and vice versa. And so, for any state, there are always going to be a few schools in the USDE database which are not in the CHEA database, and vice versa.

But the answer, obviously, is between 130 and 134 colleges, and between 55 and 76 universities...

...that is, again, assuming that one defines a college and/or university as only that which is accredited by a USDE- and/or CHEA-approved agency.

If one is willing to consider even unaccredited schools to be "colleges" or "universities," then that's another matter, altogether. There are several "schools" -- some credible, most not -- in Florida which are not accredited. Some of them are even degree/diploma mills. If you count those, too, then the number is obviously higher. I would not, however, count any of them.

The exception might be a few schools in Florida which are not accredited, yet which are provably credible, and which have some kind of state approval to exist and operate. But even that is still not the equivalent of rigorous accreditation, and should not, in my opinion, be trusted or considered on-par with accredited schools.
