They had the power to raise and army. They had the power to appoint governors. They were the ones who convened the senate. They also took the augurs and looked for signs of divine guidance. They also had the year of their office named after them.

The Roman Republic was headed by two annually elected consuls. During the period of rule by emperors, which followed the Republic, the consuls became effectively appointees of the emperor, even though, formally, they were elected by an assembly of the people. Their election was then transferred to the vote of the senate. Emperors often appointed themselves as consuls. The function of the suffect consuls was changed. Originally they stood in for consuls who died or were removed from office. Now this post became a way for emperors to give a consular position to more than two people and it was often given to non-patricians . Over time this devalued this office.
