1 pound brown SUGAR = 2 1/4 packed cups, so 2 pounds brown sugar = 4 1/2 cups?

Two cups of sugar = One pound of sugar!!!
I got two answers. One said 1 pound of brown sugar is 2 1/4 cups and the other said 2 pounds of brown sugar is 8 sups. That is bad math. Which is correct?

For each pound of sugar there are two cups. So for 2 pounds of sugar there would be 4 cups.
