"Drops" come in many different sizes (the biggest raindrops have as much water as a thousand of the smallest raindrops and the smallest raindrops are a million times as massive as the typical cloud or fog droplet).

However, some old cookbooks reckon that there are 72 drops to a teaspoon and there are roughly 200 teaspoons to the liter, so 14,400 drops per liter is a pretty close answer. You could call it 15,000 and not be far wrong.

20 drops for one thousandth of a liter means 20,000 drops for one liter. That makes 40,000 drops in a 2.0l bottle of water
