If you stick to the basic rules which are "1 inch of fish needs a minimum of 1 gallon of water". "Every tank containing aquatic life needs a cycled filter". and "Every tank needs to have at least 50% of its water changed weekly. You could have 2 small goldfish in the tank but they would eventually outgrow it because goldfish grow to about 10 inches.
