The calculation is simple. 2.5cm of fish needs a minimum of 4.25 ltrs of water. If you take into consideration that there is a big difference between the "Nominal" capacity of the tank and the "Actual" water contained in the tank. No tank is ever filled to the brim and most tanks have some form of substrate (gravel?) and decore (rocks etc) you can subtract at least 20 ltrs and maybe more. For an accurate stocking level you will have to do the sums.
The general rule of thumb given according to English/Imperial system measurements is one inch of fish for every gallon of water, which would translate to something like 2.5 centimetres of fish for every 3.8 litres of water.
This really depends on the type of fish you want. 18 gal is a lot so there is a wide variety. If you re-write the question naming the type of fish you have, I will be able to give you a better response.
As many a you like I have 30, I have kept fish for years some people will tell you 10 is all you can have that is rubbish if you vary them between day fish and nocturnals, you will be fine as long as tank is well filtered and aired and planted.
