Gram is a measure of mass. Liter is a measure of volume. They are related by density (which is a property of a specific substance). So the density of the substance must be known to convert liters to grams.
It all depends on what substance is in the liter.
If the liter is full of stone, gold, or lead, there are many many grams of mass in it.
If the liter is full of water, there are 1,000 grams of mass in it.
If the liter is full of air, there are only a few grams of mass in it.
If the liter is empty, there are no grams in it at all.
