You cannot. Although they are both measures of concentration, the first is in terms of mass per volume whereas the second is a ratio - usually volume to volume but it could be mass to mass. In either case, the first has dimensions [M][L-3] the second has no dimensions and, according to the basic rules of dimensional analysis, conversion from one to the other is not valid.

Poorly. PPM stands for Parts-Per-million, and grams/litre doesn't work at all unless you know the density of the substances.

ppm stands for parts per million. This applies to any unit of mass (English and metric). So, yes, parts per million could be interpreted into micrograms per gram.
