The Union of Soviet Socialist Republics (USSR) dissolved to form the Commonwealth of Independent States in December 1991. On December 25th Soviet President Mikhail Gorbachev resigned his office to Russian President Boris Yeltsin. This was formalized on December 26, with declaration No. 142-H.
