On Sims 2 Pc, you can have as many children as you want, but only 8 people can live in a house at one time. If you want to speed up the process you can easily get up the cheat box (Ctrl+Alt+C hold together) then type in forcetwins.

You can have as amny as you want. Each female adult sim has 30 days in which she is able to produce children. So timed carefully she should b able to have ten single births.

If you own the OFB expansion pack, you can make her eat cheesecake or use the cheat "forcetwins" while she is pregnant. If you don't have OFB follow the italiced instructions to get twins:

Get a male and female sim relaxing on a bed/in a hot-tub/sitting in a car/ or in an elevator. These sims relationship must be high enough to woohoo.

Hold down CTRL, then SHIFT, and then press C, which will bring up the cheat window. Type in aging off, and then type exit to leave the window.

Make the two sims try for baby. Listen at the end, a lullaby will play if the female sim is pregnant. Look at the time in the game when the lullaby finishes.

Send the sims back to their ordinary business.

Three hours after the lullaby had played. Open the cheat window and type aging on.

The pregnancy will then continue as normal except at the end when istead of one, two new babies will have joined the family.

But beware that twin toddlers must be kept in separate rooms to avoid crying and waking each other. I would also suggest using a nanny.

So with the addition of twins, it would be possible (theoretically I don't know anyone who has suceeded) to have ten sets of twins in a row. This would mean you would have twenty children.

But also keep in mind that only 8 sims can live on the lot at once. So this means only 6 children, if both parents live together (it is possible to have the father living elsewhere, invite him round for woohoo and then send him home again)

You can also purchase the elixiar of life buy saving apsiration points. If you drink this when your aspiration is gold or higher, thee days will be added to the sims life. Thus giving time for more children.

You can also use hacks to help with your quest for lots of children:

The triplets and quads hack, gives a small chance of large multiple births.

And the pregnancy for all genders allows gay couples to become pregnant and lets men, so you could have two pregnacies at once.

And no lot size limit allows lots of sims to live on one lot.

Technically, as many as you want. You just have to have the room for the household. The most you can have in a household is eight (including yourself). Your children have to have an adult or young adult. Otherwise have as many as you want.

You can actually have as many as you want ((I think. If not, it's still more than two))

There are four options/different ways to do this.

1. Create a new family and make one child. Then, in the game, you make two people have a baby. Before it is born (or while the female sim is pregnant) type in the forcetwins cheat. Then you will have 3 kids.

2. Almost like the first option, but a little different. When you create a new family, only make one female sim, and during the game, get her pregnant. Do the forcetwins cheat again. WITH THIS OPTION, YOU CAN NOT MOVE THE DAD IN. Then get the female sim pregnant again. Repeat what you did for the first pregnancy, and you will have four kids.

3. Same as the first option, but you can either have the first baby during the game instead of creating it in the Create a family part, or you can adopt the first baby. Either way, you only want the one child the first time, and twins when you get pregnant.

4. Enter the cheat- "boolprop testingcheatsenabled true" (but without quotations). Then hold the shift key and click on whichever sim you want to get pregnant. There will be many options that appear- click 'Spawn...'. After that there will be another menu. This time, click 'Tombstone L and D'. Now click on the tombstone that appears and click any of the options, they will give you exactly what they say. Cinema baby, gives you a baby, but you have to rename it by clicking the 'Rename' option from the tombstone once it grows up to at least a toddler. The other options such as 'New baby girl' or 'New baby boy' will give you another baby too. You can also choose 'Get pregnant with...' and the baby will have the two parents genetics. If one of the parents is pregnant, you can choose the option 'Speed up pregnancy' to have the baby faster. You can choose any of these options off of the tombstone as much as you like to create an enormous family.

To be honest, the limit of the number of people per lot in this game is 4. However, in Sims 2 and 3, the limit is 8 people per lot, so you can either have 1 child or reach the maximum and have 2.
