There've been no new oil refineries opened in the last 10 Years. As a matter of fact none have been built in over 30 years. The last new refinery opened was in the mid 1970s.
However, there're two new refineries in the process of getting approved and built, one in Arizona to come on line this year, and one in S. Dakota where construction will start this year.

First you have to graduate from high school, and that takes 12 years of schooling. Then you have to go to pre-pharmacy school. Many pre-pharmacy schools require you to have a bachelor's degree prior to being accepted at their school. Other pre-pharmacy schools only require some prior college coursework. Pre-pharmacy school can take as little as a year if you already have a relevant bachelor's degree in math or science. Pre-pharmacy school will take about two years if you did not get a relevant bachelor's degree prior to being accepted. After pre-pharmacy school, you will need about four years of more focused coursework and and internship, which are likely to be done simultaneously to some extent. The total years needed after high school varies. I would say two years at a university working towards a science major plus two years in pre-pharmacy school plus four years of focused coursework and the internship equals an average of about eight years after high school.
you don;t, that is probably the worst place to build one because of the pollution it would cause to the ocean and marine animals. +++ That's wrong because it assumes the refinery will be built and run badly, whereas they are normally subject to stringent laws; and while mistakes and accidents in any man-made system can and do occur, the owners do take every precaution to minimise the risks. Refineries are by the sea because many oil and gas reserves are under the sea-bed, and much of the world's oil trade depends on sea transport by pipe or ship.
You usually need at least a bachelor's degree in chemical engineering to enter this field. Some engineering colleges offer work-study programs that combine work experience with formal study. It generally takes four or five years to earn a bachelor's degree in engineering. Many jobs in chemical engineering also require advanced degrees. You can earn a master's degree in one or two additional years of full-time study. Many chemical engineers find that a master's degree in business administration is useful, especially if they want to become managers. If you want to do research or teach at the university level, you will need a doctoral degree. It usually takes about four years of full-time study beyond the bachelor's degree to earn a doctoral degree. Many engineers continue their education on a part-time basis after they have found jobs in their field. Employers often pay tuition for courses that engineers take to improve their job skills. Chemical engineers must be willing to study throughout their careers so that they can keep up with advances in engineering technology. Engineers who offer their services to the public or whose work affects life, health, or property must be licensed by the state in which they work. They generally need a degree from an approved engineering college, about four years of work experience as an engineer, and a passing grade on a state examination before being licensed as a professional engineer.

Unopened, no. Opened, after 5 or so years.
If it's unopened, kept cool, and out of the sun, almost forever. If it's opened, you still got at least five years.
If properly stored in a cool dark place, it should last for many years.
