It depends on several things. What type of orchestra? In a jazz orchestra, it's usually 4 but there are sometimes 5. In a symphony orchestra, on any given song it can be as few as 0 or 1 or 2, or as many as 10 or more. Some songs have no brass parts, some call for 1 or 2 trumpets, some call for 8 or 10. Symphony orchestra usually have 3 or 4 "regular" trumpet players, and then they have alternates that they call when needed.
I'm sure they can if asked nicely! In all seriousness they can. Cadenzas in concertos are often improvised, and in one of Neilsen's Symphonies the snare is asked to improvise.
The violin is part of the strings group in an orchestra, which also includes the viola, the cello, and double bass. The violin is in the string section, along with the viola and the bass.
The bassoon typically sits in the second row of the woodwind section, which is behind the string section. Where the bassoons sit is ultimately a decision made by the conductor.
yes
lucksmusic.com is the website. They have a Q and A section. They will tell you where you can get it. You may have to rent the parts. Or, you can call your local symphony orchestra and ask to speak to the librarian. They will know, for sure. It is their job to know.
Of course we have our own Philippine Orchestra, and they are: Philippine Philharmonic Orchestra (national orchestra), the Manila Symphony Orchestra, Manila Philharmonic Orchestra, Filharmonika Orchestra, UST and UP symphony orchestras, PREDIS Chamber Group, Metro Manila Concert Orchestra, the Peace Philharmonic Philippines (Cebu), and many more small strings and wind orchestras in many parts of the Philippines. We also include the California based Fil-Am Symphony Orchestra founded in 2009. Thank you....

It is the section of a symphony. If you look at a symphony with the conductor's back facing you, you see all the different parts of the symphony splayed out. Now if you look to the front right corner of the symphony, that's where the cello section should normally be seated.

Almost never. The main exception is for a soloist during a cadenza in a concerto.

A tri-section. A whole divided into three equal parts.
