Most students in the United States are taught the basics of a foreign language. About 20 percent actually become fluent.

If the person is bilingual, then that person can speak, write and research in two languages. A multilingual person can speak as many languages that he/she has learned.
I don't think so. Her character in the series NCIS is that of a Mossad Agent who has spent time in many countries. As a result, she knows many languages. However, in real life she lives in the USA. So, at most she may know one or two languages but as many as shown in the series NCIS, its practically not possible.
