Napoleon wasn't given the choice. Waterloo was, in the end, a crushing defeat for the French. A recovery, in military terms, despite the lack of damage to the relatively unengaged force commanded by Marshal Grouchy, was never really an option. The pursuit after the battle, particularly by the vengeful Prussian cavalry had been quite effective. The Monarchy was going to be re-established in France no matter what Napoleon wanted. Having broken his parole the 'Emperor of Elba' was in no position to dictate terms. I think it is probable he did not know of his fate when he boarded HMS Bellerephon, which took him to his lonely fate. I do not know just who made the decision to take him there....... & none of this removes him from his place in History: Vive l'Empereur !
