Do you mean how many people speak WELSH? It's impossible to give an exact answer to this, but within Wales itself, the total number of people who know, or speak, some Welsh is about a third- that is, about 1 million. The English media delight in claiming that only a fifth of Welsh people speak their native language, but this is not true, and is a deliberate distortion of the fact that only a fifth of them speak Welsh AS THEIR FIRST LANGUAGE, as oppose to using it equally with English or as their second language. This means that about 600,000 people in Wales use Welsh as their first tongue.

In addition, there are tens of thousands of Welsh expatriates living abroad who speak Welsh- in the rest of the British Isles, the USA, the Antipodes, Canada and elsewhere. There are also several thousand Welsh speakers in the old Welsh colonies of Patagonia in Southern Argentina, as well as many thousands of non-Welsh people around the world who have learnt the language to some extent or another.

That depends on the area. A lot of people in the North of Wales learn Welsh as a first-language, or at the same time as English. However, in the South of Wales, it is more common to see people learning English then Welsh as a second-language.

But almost all Welsh people learn to speak Welsh at some point in their school-lives.
