A Necron lord is 100 Points. Then you can add war gear, the most important of all being a resurrection orb (which keeps your army alive for much long) which costs 40 points. Other war gear is available up to a maximum of 100 points, meaning the most your lord can cost is 200 points.
A typical Necron Destroyer is 50 points. With upgrades it may vary.
The Necron Gloom Prism is worth 30pts in a Warhammer 40K battle.
You can defeat the Necrons as eldar if you send in Taldeer with many Fire Dragons to use the bomb, make sure Taldeer has a bodyguard.
Each warrior is 18 points w/o upgrades, meaning 28 Necrons are worth 504 points.
5 of them: Groot the Giant Fighter, Drax the Destroyer, Rocket Raccoon, Star Lord & Gamora the Swordswoman.
One is compulsory, but you can optionally take a second. No more than two though.

Good Necrons could mean many things: good Necron units, good Necron army lists or good Necron players. For all of these the answer, according to my experience, is yes. Each unit is good in its own right. They have the single most powerful regular model: the Nightbringer and the most resilient regular vehicle, the Monolith. All of the models have the capability to have a good win record. It still comes down to dice rolls and tactics.
