Because there wasn't enouh lifeboats for everyone, also the people on the life boats didn't believe the ship was sinking at first so they didn't wana be cramped up with a lot of people Well Yes there wasn't enough boats but also the crew didn't fill all the boats up, the boats were suppose to hold up to 65 men(people). But even if they had enough boats they wouldn't be able to load all the boats and send them into the water in time.
