It's either they have a pulse or they don't. It's not going to magically appear in the next three minutes. So about 10 seconds, AT THE MOST, a pulse should be assessed and if there isn't any present at the carotid artery (at the neck) then CPR and ventilations should be started immediately. In a critical emergency where someone isn't breathing or doesn't have a pulse, there is NO time for TIME! Actions must be made quick but you've got to be sure of your final decision.
