It is impossible to get a number of active serial killers from any time; due, in part, to the belief that a murder is simply a murder, not a serial killing. Also, it is impossible to know how many serial killers have never been caught, also due to the aforementioned reason.

There is no way to have that information. The serial killers we know are the ones who had been apprehended. Serial murders are one of the most terrifying things that can happen to a community but serial murder is a relatively rare event estimated to comprise less than one percent of all murders committed in any given year. In the United States, authorities estimate that a number of 50 to 500 serial killers are on the loose.

We have 211 serial killers apprehended and 28 not apprehended. Take in mind that there are some unknown serial killers and has not been put in the Unidentified serial killers list yet. In the loose, we might have from 50 to 500 for the numbers the authorities give. Now, The number of serial killers active in the U.S. is a difficult if not impossible number to determine. Law enforcement agencies just don't gather that kind of information.
