There is no set requirement for the number of service hours to earn Eagle Scout. You are probably referring to the service project component of the rank. One of the requirements for Eagle Scout is to "plan, develop, and give leadership to others in a service project". The project needs to benefit an organization other than the Boy Scouts.
These projects can be fairly simple or quite elaborate. The often overlooked key is leadership. The Scout must involve others in his project. Projects must be approved by an Eagle Board of Review and this group will determine if the project is substantial enough to qualify.
The project must be a significant contribution to the community, and a significant challenge to the Scout. There is no set minimum, and that is explicitly stated in the Boy Scout literature. Statistics would suggest that the average project involves about 200 person hours including planning and carrying out the project, but there have been projects well over 1000 hours, and some as little as 100 hours.
The last eagle scout in our troop needed 96 hours to the best of my knowledge.
There really is no "Life project" in the sense of an Eagle project. The actual Life Scout requirement says, "While a Star Scout, take part in service projects totaling at least 6 hours of work. These projects must be approved by your Scoutmaster." There is no requirement to plan or carry out a distinct project. The hours can be accumulated by working on another scouts Eagle project, a troop service project, or any other type of volunteer service project as long as your scoutmaster approves it.
Both awards require a service project which can be tough or easy depending on the Boy Scout or Girl Scout and the support they garner.Eagle Scout AwardBe a Life Scout for at least six monthsEarn a minimum of 21 merit badgesDemonstrates Scout SpiritDemonstrates leadership in the troop, team, crew or ship.Plan, develop and lead the Eagle Scout Leadership Service Project.Take part in a Scoutmaster conferenceComplete the Eagle Scout board of reviewGold Award (Fall 2011)Complete two Girl Scout Senior or Ambassador Journeys or complete one Girl Scout Senior or Ambassador journey and have earned the Silver Award.Plan and implement an individual "Take Action" project that reaches beyond the Girl Scout organization and provides a sustainable, lasting benefit to the girl's larger community. 80 hours is the suggested minimum hours for the steps: identifying an issue, investigating it thoroughly, getting help and building a team, creating a plan, presenting your plan, gathering feedback, taking action, and educating and inspiring others.
The number of hours of community service required for a DUI offense can vary depending on the state and the specifics of the case. In general, individuals convicted of DUI may be required to complete anywhere from 20 to 240 hours of community service.
