You can find siny pokemon, but only at the places where you leave the snacks to attract wild pokemon.

~Actually, you can get shiny Shadow Pokemon, but you wont know they're shiny until you purify them. I had a Shadow Lugia and when I purified it, it was shiny. But it's rare. Even more rare since you cant steal non-shadow Pokemon. I saw this one guys video. His opponent has a shiny smeargle but couldn't catch it because it wasn't shiny.

Moltres, Articuno, Zapdos, Lugia,
But unfortunatly you have to get to the last place to battle the ultamate trainer (Witch is a really old man in a purple cape sounding fermilliar) and there all shadow Pokemon and Lugia is the hardest to catch so use masterball but the other three are hard to so I say you better buy allot of Ultamate,Great,Poke,Nest,Net,and Timer balls

The shadow Pokemon you can catch are: Teddiursa, Ledyba, Poochyenna, Houndour, Baltoy, Spheal, Mareep, Gulpin, Seedot, Spinarak, Numel, Shroomish, Carvanah, Delcatty, Voltorb, Makuhita, Vulpix, Duskull, Ralts, Mawile, Snorunt, Pineco, Natu, Roselia, Meowth, Swinub, Spearow, Grimer, Seel, Lunatone, Nosepass, Zangoose, Togepi (technically, you don't catch it, seeing as the guy gives it to you) Paras, Growlithe, Shellder, Beedrill, Pigeotto, Tangela, Butterfree, Magneton, Venemoth, Weepinbell, Arbok, Primape, Hypno, Golduck, Saybleye, Raticate, Dodrio, Farfetch'd, Altaria, Kangaskhan, Banette, Magmar, Pinsir, Magcargo, Rapidash, Hitmonlee, Hitmonchan, Lickitung, Scyther, Chansey, Solrock, Starmie, Electabuzz, Swellow, Snorlax, Poliwrath, Mr. Mime, Dugtrio, Manectric, Salamence, Marowak, Lapras, Lugia(a.k.a. XD001), Articuno, Zapdos, Moltres, Tauros, Rhydon, Exeggutor, and last but not least, the dragon Pokemon Dragonite.
The wild ones you can catch are: Rock PokeSpot: Sandshrew, Gligar, and Trapinch. Oasis PokeSpot: Hoppip, Phanpy, and Surskit. Cave PokeSpot: Zubat, Aron, and Wooper. The in-game trades are: Trapinch to Dunking for Meditite, Surskit to Dunking for Shuckle, Wooper to Dunking for Larvitar, and Togepi to Hordel for Elekid of same level as Togepi. (Note: I would not recomend trading Togepi, seeing as you already have an Electabuzz and you cannot get another Togepi.)
It took me about half an hour to put this on here, so I hope it really helps!
Almost all of the Pokemon in Pokemon silver can be obtained in rare format, which is either shiny, or angered style, the shiny Pokemon wield better defence and attact stats, but the angry Pokemon wield much higher attack stats, usually double or even treble the regular amount, The only downside to angered Pokemon is that when they attack, they have a much, much higher chance of a recoil, Even on moves which don't usually have that effect.
Yes, there are Starter Pokémon in "Pokémon XD: Gale of Darkness" even though you end up starting out with an Eevee which can evolve into 1 of its 5 evolutions. The Mt. Battle Leader will give you a choice of the Johto Starter Pokémon, Chikorita, Cyndaquil or Totodile if you can beat all of Mt. Battle without ever accessing the PCs in there. If you succeed in this, you can pick 1 of them however you can accomplish the same feat again and get the next one and then repeat and get the last one. Chikorita will know Frenzy Plant as a special move, Cyndaquil will know Blast Burn as its special move and Totodile will know Hydro Cannon as its special move.
Rare Pokémon that are available in Pokémon XD Gale of Darkness include Articuno, Zapdos, Moltres and Lugia which are all with Greevil who is the Cipher Boss, Dragonite who is with Miror B, Salamence who is with a Cipher Admin that is called Eldes, Poliwrath who is with Gorigan who is a Cipher Admin, Ardos another Cipher Admin who has Snorlax, Solrock who is with a Cipher Admin called Snattle, Chansey who is with a Cipher Peon called Leden, Rapidash who is with a Cipher Peon called Kolest and Pinsir who is with a Cipher Peon called Grupel.
