Only 2-3, 4x6 pictures can be sent with one stamp. These will fit into one envelope, but will likely exceed the 2 ounce weight limit required for one stamp.

Presumably you are asking how many pictures with a single first class stamp, stamps come in many denominations to account for heavier packages. The number of pictures you can send with one stamp will all depend on the size and weight of the pictures. You will be able to send more wallet sized pictures than you will larger prints for the same price.
There have been many pictures on the $1 postage stamp. The most recent stamp pictures Scott Number 3766 shows 'Wisdom.'

It doesn't matter where the letter is being mailed from / to. What matters is weight. If it is a regular <1oz letter, you need one stamp. If it is heavier or in an oversized envelope, it will need additional postage.
