There were 23 states, 10 territories, and 1 federal district in the US in 1865.

The states were, in no particular order, California, Oregon, Nevada, Kansas, Minnesota, Iowa, Missouri, Illinois, Wisconsin, Michigan, Indiana, Ohio, Kentucky, West Virginia, Pennsylvania, Delaware, Maryland, New York, New Jersey, Connecticut, Rhode Island, New Hampshire, Vermont, and Maine.

All of the states were in the US before the Civil War started except for West Virginia (1862), and Nevada (1865).

Nevada was narrower and didn't have a pointed southern end for a while, until Pah-Uti county moved from Arizona Territory to Nevada in 1866 and Clark County moved from Utah Territory to Nevada in 1868

The territories were Washington Territory, Idaho Territory, Montana Territory, Dakota Territory (present day North and South Dakota, Nebraska Territory, Colorado Territory, Utah Territory, American Arizona territory, and New Mexico Territory.

The Federal District was Washington DC.

The Confederacy had two territories, the Indian Territory (present day Oklahoma) and the Confederate Arizona Territory (present day southern Arizona and New Mexico.)

One more detail: Hawai'i was its own Kingdom at the time, and Alaska was a Russian Territory called Russain America.
