Ended up answering my own question =P.
It takes approx. 10,084 steps in Pokemon Platinum. However, I hear that if you carry a Pokemon with the Flame Body or Magma Armor Ability, it'll cut that time down by half!
for an espeon, check your clock and make sure its a.m. and battle with eevee and/or walk around a ton. same goes for an umbreon but in the p.m. U can also go to eternia forset and find a moss rock for Leafeon.......And for Glaceon go to snowpoint city and go to the lakefront near there and walk through the snow u will see a house then a rock train eevee around the rock to 1 lvl up

The Eevee species requies 36 egg cycles to hatch and, in Gen IV, one egg cycle is 255 steps. Thus, a total of 9, 180 steps is required to hatch an Eevee. A good place to hatch Pokémon in Sinnoh (the Diamond, Pearl, and Platinum games) is to cycle up and down the path by the Day-Care Centre.
There's how I got the eggs, I put one of my eevees (you can use an evloved one too) with a ditto than I waited for the day care man to call and say that I had an egg. Then I got the egg and walked with it in my party until it hatched, then you have an eevee a lv 1. I know because I have all the eevees!
it takes around 9500 steps but it takes less if you have a magcargo or something its best if you use a bike on fast mode and go up and down a long path like the one in solacion town.
for me it only took 9500 and it usealy at the most has 1 every 2500 so once you hatch 1 the others wont be soon behind i have 3 boxes full of eevees
