a timer ball can NOT be 2 times better than a ultra ball . it takes 30 turns for it to surpass a ultra ball. and once it reaches that , it can not it any stronger. . the timer ball is decided bye the ( number of turns + 10 ) and divided bye 10. for every ten accumulated its power goes up bye one level . a ultra ball is level 3 and a timer ball is level 4 at best. only ball better than timer is master.

What you should do is: 1. Obtain a strong, preferably fast Pokemon that can paralyze the target easily (like a Pikachu). 2. Get a good supply of Ultra balls; twenty will do, but the more you obtain, the higher chance you'll be able to catch him, and any Timer Balls if you can. If the battle lasts long enough, a Timer Ball can more than double your chances at catching him in comparison to an Ultra Ball. 3. Get plenty of healing items, including revives; you can take a lot of damage. 4. Save before battling Now, when you start the battle, what you want to do is lower his HP as low as you can. He should probably rest; if he doesn't, than the following turn, paralyze him. Also, you may want to keep track of the turns, so you know when Timer Balls will be most effective, which is after 40 turns. Weaken Rayquaza until his HP is as low as you think you can get it without him fainting, paralyze him, and use Ultra Balls as many times as you can before he uses Rest. Rayquaza should only be able to use Rest 10 times; then, he'll begin using other moves, which can potentially make him faint. In case he faints (or you run out of usable Pokemon somehow), you can easily turn off the game and reload from before the battle. Anyways, once he reaches 10 uses of Rest, be careful. Once you reach 40 turns, IF you reach 40 turns, you can use a Timer Ball and hopefully catch him easier than otherwise, but it will still be difficult, for his Catch Rate will still be low. If you use an Ultra Ball on him when he's at 20 HP and paralyzed, you will only have a 3% chance at catching him. However, if you use a Timer Ball after 40 turns with those conditions (if possible, for that is A LOT of turns), then you will have a 6% chance at catching him. Basically, you just have to keep him at VERY low HP and paralyzed, and keep lobbing pokeballs at him and pray to Jesus that you get lucky. Or whoever you consider your god. Or hope you get lucky, if you're Atheist.
