It depends on who owns it. If you want a low voltage one, then you buy a low voltage one. If you are talking about a ranch cattle fencer, mine puts out about 15,000 volts.

Although stepped up to a very high voltage, electric fences deliver only a very small current, and do so in pulses so you are receiving an intermitting, low amperage shock.
