First of all, the PC RAM limit is affected by the motherboard and its chipset. Modern chipsets usually offer up to 16GB aligned into 4 slots.
The other limitation is the operating system. If it is 32bit, there is theoretically 4GB or memory which can be used. However this amount can never be reached, because it contains all the system memory including BIOS, graphics memory, addresses etc. At the end of the day there is about 3GB of RAM really available for your system.
