Titanic has not been rebuilt. There have been a few ill-fated attempts but now there is a Titanic-themed hotel being built in China (hundreds of miles from the sea). This is underway (as of Summer 2017) and is expected to be completed.

No, it is not safe to eat off of Knowles China collector plates. The plates could have lead in them and cause health problems.
