That must be a trick question. The first GTO year was 1964. The '64 hardtop went for around $2,800.
That totally depends on what condition the car is to begin with and what level of restoration you want to achieve. You can easily spend more than the car is worth. That does not mean it is not worth the effort. The '67 is one of the best years for the GTO.
