She probably only wants a fraction of what you are feeding her. I'd get some kind of complete feed and give her just about 1 cup per day plus a couple of flakes of hay and that's it. Shetlands are kind of picky about eating. If the hay is good quality, she'll probably eat it but only if she's hungry. She's going to want some grain over just hay but it's really dangerous for her to gain a lot of weight because of the risk of laminitis. It's caused by stressful events, as trauma, infection, or parturition and it's the laminae in the hoof of the horse. you don't want that to happen. If you are giving her the feed in the morning and feel kind of bad about her only getting hay at night, you can give her a chopped carrot and apple with the hay and that's it.
