You would have to specify which government, what level of government, and what level of agency.
"the government" and "criminal justice system" could mean any number of different things.
The criminal justice system doesn’t spend money on government. The government spends money on it.

According to experts, the average earnings for criminal justice investigators is $45,000. Salary depends on education background and job experience.
Criminal justice degrees are very versatile these days. Unfortunately because the crime rate in the US is always rising, these degrees are much needed. Policemen, detectives, federal agents, and many more all utilize criminal justice degrees.
Hmm, not much "fun" involved in criminal justice. You could take it to a TV profession or a writer. In these areas you don't actually have to get your hands dirty.
You can take a criminal justice course at universities and colleges that offer programs in criminal justice, criminology, or related fields. Many institutions also have online courses and certificate programs in criminal justice that you can enroll in. Additionally, some community colleges and vocational schools may offer criminal justice courses as well.
a couple hundred short of $30,000.00.
With a Bachelor of Arts in Criminology and Criminal Justice, you can pursue careers in law enforcement, probation and parole, victim advocacy, crime analysis, or social services. Additionally, you could work in policy analysis, research, or pursue further education in graduate school for specialized fields within the criminal justice system.
This depends on what employment you seek. Many police departments now seek applicants that have a Bachelor Degree in Criminal Justice. A criminal justice degree would also be a good choice for a career in Corrections. Corrections would be the state/federal prison system or state/federal parole and probation system. These are government jobs and basically do not pay really well. Of course there is opportunity for promotions and advancement, but this would take much time and experience. Do not expect to get rich, but these jobs can have its perks such as generous vacation time, sick leave, paid holidays, and medical/dental insurance. This is what you would gain. What would you lose? If you earn a degree in criminal justice, but lose your interest in working in law enforcement or corrections what else would you do with the degree?
Depending on what learning institution you are using: a community college or a University or other private school, the latter of which can cost much more.

Far too much. A good legal system does not rely on prison to "fix" inmates as in depth studies reveal that prison only breads more of the same and does next to nothing to correct or reform behavior. Punishment and Justice need to be meeted out.
