I am not sure of your question as stated. If the college states they have not received your high school transcript, you will just have to request from your high school that they send another. This happens all the time, but the bottom line is that the college will require that transcript.
You can get a transcript of your college grades by contacting the college records office. You will have to pay for the transcript to be delivered to your home or whatever job you are applying for.

The Marine Corps may accept an "unofficial transcript" - like a photocopy of what the school gives you - during the recruiting process, but if the courses or degree on that transcript are a requirement for your position within the Corps, you have to have the school send an "official transcript" directly to the Marine Corps. I suppose the right answer to this is "sort of" because rather than contacting them directly, they will make YOU get in contact and have the school send the required transcript. Actually, now that I think about it, based on my background in the legal requirements for protection and release of personal data, the most the school could do if contacted by the Marine Corps would be to confirm the dates of your attendance. They can only "verify" your transcript when the request comes from YOU.
